Clubs' bulletin no 5 of 2023 - 1 April  

Clubs’ Pre-Season meeting. Clubs are reminded that this meeting will take place at Shaw Lane, Barnsley, S70 6HZ on Wednesday 5th April – 7.00pm. All clubs must be represented at the meeting. Balls, handbooks and team cards will be available for collection before the meeting. 
 
Live-Streaming. Before the start of the season, clubs will be asked to confirm (a) whether they intend to conduct live-streaming of home games and (b) whether they are content for their away games to be live-streamed. At the same time, umpires to be asked whether they are content. The information will be tabulated and published. This will alleviate the need for advance communication with visiting teams and umpires on a match-by-match basis. A final check is to be made at the pre-match meeting, in case of any last-minute changes. Captains must have written parental/guardians’ permission available for inspection for any juniors (under 16) to play games that are live-streamed. 
 
Overseas students. Bona fide students from overseas will be eligible to register to play in the YCSPL Senior Section as non-overseas players, irrespective of whether they have completed the 210-day qualification period for players to be deemed resident in the UK. In order to play in the Premier Section, they must have completed the 210-day residence qualification in the year ended 31 March in the year preceding the date of registration, or be registered as the team’s overseas player. Overseas students registering on Play-Cricket to play in the Senior Section should register as Category 3, clearly annotating ‘overseas student’ in the notes box. 
 
Participation Manager. Our Participation Manager, Mel Mahmood, is available and keen to talk to clubs about participation initiatives, specifically for juniors, girls and women. If you need any advice or help on these issues, please contact Mel
 
Postponement of games due to other sporting events. Following an enquiry about postponement of games so that players can watch the FA Cup semi-final, the League Executive Board has decided, as a matter of League policy, that no games can be rearranged to allow players to spectate at another sporting event. 
 
Premier Section pre-season captains’ meeting. A reminder about the meeting for all Premier and Championship Division captains – this will be on Monday 3 April by Zoom at 7.00pm. Please ensure that your captain or vice-captain attends. If you have not received the agenda and Zoom link, please contact Roger Pugh
 
Provision of teas. Due to premises work, it will not be possible for teas to be provided at Adwick-le-Street and Wentworth this season. 
 
Safe Hands Management System. Some of our clubs are still not fully compliant on the ECB Safe Hands Management System. The ECB require all leagues and clubs to comply with SHMS as a key part of the safeguarding process, and failure may affect Clubmark status. The deadline for clubs’ SHMS to be fully compliant and up-to-date for the season is 30th April 2023. In the event of any queries or help being required, clubs should contact Gareth Davis
 
Use of saliva on the ball. Under the revised Law 41.3, saliva must not be applied to the ball, and if umpires see any player use saliva on the ball, they should award penalty runs and change the ball; on any second instance, in addition to penalty runs and the ball change, the bowler should be removed from the attack for the duration of the game. In the YCSPL, we have asked that before taking these formal steps, if umpires observe the use of saliva on the ball, they issue one ‘public first and final warning to all players on the fielding side’. If that proves ineffective, the stipulated formal action under law 41.3 will be taken in the event of any further instance.
