2022 clubs' bulletin no 8 - 26 May
2022 Laws of the Game. The only one of the ‘new’ (2022 Code) Laws of the Game that has been adopted by the League for 2022 is 41.3 (no saliva must be applied to the ball at any time). The full 2022 Code Laws will be adapted in the YCSPL in the 2023 season.
Club constitutions. We have been asked to ensure that club constitutions include a commitment to abide by the ECB Anti-Discrimination Code, and that players agree to abide by the General Conduct Regulations and Spirit of Cricket. We will provide a suitable paragraph to insert in club constitutions in time for club AGMs.
Clubmark. The deadline for all required information to be submitted to YCB for Clubmark purposes is 30 June – this is a non-negotiable date. All clubs in the Premier Section and in Divisions 1-3 of the Senior Section must be Clubmark accredited (administrative rule 22).
Cup & T20 rules. The rules have been amended to provide more clarity on players arriving late, deciding results in the T20 Plate, and recording results – please see Cup & T20 rules 2022.
Drinks at games. Clubs are reminded that:
irrespective of whether teas are provided on matchdays, hot & cold drinks must be provided free of charge, at tea intervals only
cold drinks are to be provided for the players and officials only at drinks intervals in the match
Overseas player visa issues. We have received further advice from ECB this week relating to players/coaches that have not yet been issued with an international sportsperson visa and, as a result, have not yet travelled or joined their club, as follows:
ECB recognise that overseas players/coaches have applied for a Visa in reasonable time and have acted in good faith.
Where the club has a Sponsor License, and the name of the player has been notified to the ECB Premier League an extension until 30 June is granted.
The ECB Accreditation criteria point on ‘Timescales’ requiring all registered Category 3 players to be listed on Play-Cricket is also extended until 30 June for the above player/coaches.
Play-Cricket results
In all games where Live Scoring is used, both clubs should check that the scorecard is correctly downloaded after the game, and that any queries, for example, ‘unknowns’ or registration issues are promptly resolved. If there are any queries about this, please contact Steve Ward.
Confirmation of results can only be carried out in Play-Cricket itself after all actions are cleared from the clubs Action Centre (with the exception of late registrations). If there is a need to go into the scorecard then any changes made must be confirmed by the administrator making the changes.
When scoring with the PCS PRO laptop scoring system, if there is a no league umpire or no scorer, scroll down the relevant drop-down menu to insert ‘No League Umpire’ (can be found half-way down the ‘Umpire 1’ or ‘Umpire 2’ list to the letter L); or ‘No Scorer’ (three-quarters of the way down the ‘Scorer 1’ or ‘Scorer 2’ list to the letter S).
Premier Section committee. At their meeting on 25 April 2022, the League Executive Board approved the co-option of Roger Pugh onto the Premier Section committee. Roger will act as administrator of the committee, supporting Mark Beardshall and Steve Ward.
Umpires. Senior Section clubs are reminded of the provisions of administrative rule 50.iii.c, which says that, ‘All persons standing as umpires must be suitably dressed in an umpire’s coat, not in casual dress or shorts. Clubs must have two clean umpires’ jackets available for all matches. No player under the age of 19 and who is not a qualified umpire must be asked to stand as an umpire.’
Umpires changing rooms. There has been some adverse feedback about the state of the umpires’ rooms at some clubs. Please ensure that the umpires’ room at your club is clean and tidy, and that access is not restricted due to items in storage.
Use of the Injury Surveillance reporting tool on Play-Cricket. Clubs are reminded that the tool should be used to report any significant injuries incurred during the game, for example players or officials injured by being hit by the ball, any concussion incidents, injuries due to slipping on the field, etc.
