We are aware that there is currently speculation about the start date for the season, and some leagues have already publicised start dates. This statement aims to ensure that our clubs, players and officials, have accurate information about the situation. 
Currently there is no update on when the return of cricket will be allowed. The Government announce on 22 March whether the country will move to the next step on the Covid-19 response roadmap, currently scheduled for 29 March. The ECB will then work through and agree the detail about what this means for cricket with the Department of Culture, Media & Sport. On 24 March, there is a scheduled Premier League chairmens’ call with ECB, after which we hope to have more concrete information. 
In the meantime, we have not been inactive. We set up a small working group that has produced League Covid contingency rules, to cover issues such as what we will do if the start of the season is delayed; what we will do in terms of promotion and relegation if we cannot play a full programme; what we will do if individual games have to be cancelled; etc. We feel that now is the right time to share these rules more widely, and they can be accessed here
This is not the news we would have hoped to give at this time, but we want to ensure that everyone connected with our league has the correct facts. As soon as we have more definite information, we will let clubs know.
